 It always amuses me that they never mention liquid waste.

This is a fairly new development and some positions are still being filled. What is clear though it is a position like most that allocates tenders for essential services and goods.

It needs someone as per their last line that is honest!

Once again though the ANC has excelled at head hunting someone that is totally unsuited to the job at hand. Let's look at Mr Dumas' past record. (public scrutiny)

Technology agency CEO sacked after damning audit

TECHNOLOGY Innovation Agency (TIA) CEO Simphiwe Duma has been axed after a damning forensic audit report leveled allegations of nepotism, intimidation of external auditors, and irregular investment and procurement transactions.

The transgressions occurred when Agang SA leader Mamphela Ramphele still chaired the board of the agency. Last year, Dr Ramphele dismissed the probe in TIA as a waste of taxpayers’ money.

The Hawks have now been given the task of taking the matter forward after six staff members of the agency, including the CEO and chief financial officer Barbara Kortjass, were subjected to disciplinary proceedings.

Science and Technology Minister Derek Hanekom released the report of the investigation, which was conducted by Deloitte, in Pretoria on Tuesday. The audit firm found that Mr Duma had irregularly appointed his wife to the agency as GM: marketing and branding.

Further, the probe found that the now-axed CEO had pushed through a Nguni cattle project based in

Dr Ramphele ’s home village even though it was outside the TIA’s mandate.

Mr Hanekom said Mr Duma and Ms Kortjass had been dismissed.
"The finalisation of the disciplinary processes ... concludes a rather difficult and unfortunate chapter in the history of the agency"

"The focus will now be on the recruitment of a suitably skilled and qualified individual who will add to the strength of the agency’s board."
As for Dr Ramphele, there was no evidence she personally benefited from the cattle project.
Speaking on the sidelines of a different briefing in Pretoria yesterday, Dr Ramphele again dismissed the findings.

The investigation was part of a "political agenda to find wrongdoing. It is a typical example of state-owned enterprises being hijacked by people who have no interest in technology and innovation," Dr Ramphele said.
She also accused the current TIA board of dismissing Mr Duma without "due process".

After allegations against the agency’s officials and the CEO were received by the board, a fact-finding exercise was conducted. This process concluded in July last year and Deloitte was appointed to investigate the allegations.
Mr Duma elected to go on special leave from July last year, and was fired with effect from March 31 this year.

The alleged irregular investment transactions are linked to a project in Terbrugge, Limpopo, called the Nguni Reindigenisation Project.
Among the allegations the board received was that Dr Ramphele during her time at the helm had received "preferential treatment" in respect of approval of the project.

The agency launched the project in February 2012 and committed R24m to investing in an assisted reproductive technology (ART) project.

n May that year, Dr Ramphele requested that a consultant, James Parker, research the possibility of reviving cattle farming in the village that she came from.

Mr Parker made a counter-proposal to the ART project the TIA was already funding, which did not fall within the agency’s mandate.

A trust, called the Terbrugge Community Trust, was established to administer the assets. Dr Ramphele founded the trust.

The Citizens Movement for Social Change Trust had managed the project. Dr Ramphele is the founder of this movement but she had disclosed her interests and was not part of the committee that considered and approved the project.

Mr Hanekom said Mr Duma had been through a disciplinary process. In respect of the Terbrugge Community Trust Project, an audit was conducted and it uncovered several breaches of the agreement, and poor management, financial management and governance.

The agency’s board is seeking to recover lost resources.

The board has appointed the agency’s chief operations officer, Mkhululi Mazibuko, as acting CE.
The TIA is a statutory body charged with supporting early stage commercialization of scientific research. It was formed six years ago, merging seven disparate institutions into a single entity. These included four biotechnology regional innovation centers, the Innovation Fund, the implementation arm of the advanced manufacturing strategy and the Tshumisano Trust.

HIGHLIGHTS discovered

9. Allegations of nepotism, intimidation of external auditors, and irregular investment and procurement transactions, wasteful expenditure and possible corruption.

10.Duma was appointed as TIA chief executive officer in 2010 in what many agency insiders viewed as an unprocedural practice.Insiders claimed.

11.Duma was not subjected to an adequate assessment test prior to the appointment.

12.At the time, Ramphele was the chairperson of the agency’s board which – according to sources – interviewed Duma and sanctioned his appointment.

13.The agency’s board is seeking to recover lost resources. The anual budget of the TIA seems to have been R400 million.

14.This happened in 2014.

so....we have a person that was publically branded in 2014 as possibly corrupt, a nepotist, wasteful and guilty of irregular investment & procurements as head of another similar entity.
